WHY ZAMBIA COULD FACE A GOVERNANCE CRISIS IF THE CURRENT OPPOSITION WERE GIVEN THE OPPORTUNITY TO GOVERN

I have taken time to listen carefully to the current opposition's manifesto, public statements, and messages delivered at campaign rallies. A recurring theme is the promise to "put citizens first" and to "prioritize women and young people." While these are important aspirations, I have observed that there is often limited discussion of detailed policy proposals for addressing challenges in key sectors of government.
1. Ministry of Health
The opposition frequently criticizes the current state of the health sector but rarely provides specific solutions. For example, they do not clearly outline:
The major challenges they believe exist in the health sector and how they would address them.
The number of health workers they intend to recruit to improve service delivery.
Their strategy for ensuring a consistent supply of essential medicines in hospitals and clinics.
How their approach would differ from or improve upon the recent recruitment of health workers, which they often criticize.
2. Ministry of Education
On education, the opposition often argues that Zambia lacks "quality education." However, they seldom explain what they mean by quality education or present a detailed implementation plan. Questions that remain unanswered include:
What specific reforms would they introduce to improve education quality?
How many teachers would they recruit to reduce the teacher-pupil ratio?
What investments would they make in school infrastructure?
Why do they rarely acknowledge the Free Education Policy or the classroom blocks constructed through the Constituency Development Fund (CDF), instead claiming that no new schools have been built?
3. Ministry of Agriculture
Agriculture is another sector where I believe greater policy detail is needed. While the opposition has raised concerns about fertilizer distribution, they have not clearly explained:
How they would implement their proposal to provide farmers with eight bags of fertilizer each.
Where the additional fertilizer would come from and how the programme would be financed.
How they would build sustainable markets for farmers to sell their produce.
Whether they recognize recent developments such as local fertilizer production and increased agricultural output, and how they would build on or improve those achievements.
Conclusion
In my view, effective governance requires more than identifying problems—it requires presenting practical, detailed, and financially realistic solutions. Citizens deserve to hear comprehensive policy proposals that explain not only what leaders intend to do, but also how they will achieve their objectives.
