What should be done in the Short term with such budget pressure.
1. Prioritization:
Focusing on essential services and reducing discretionary spending.
In my opinion there is no need in spending too on non essential services and services that can wait for tomorrow and only make life saving services. To me Police recruitment was not an emergency, we have lived in the country for decades with shortfall in police, it’s not right but it’s also not a priority.
2. Efficiency Measures:
Improving administrative efficiency to reduce costs without reducing service levels.
If we can manage to improve out put with little or the same input we have right now we can avoid most of this administrative cost that not only has brought less meaning to the revamp of CDF and has increased corruption.
3. Revenue Generation:
Identifying new revenue streams, such as increasing tax revenue or attracting investment. Small scale gold mining should have been made legal with a tight government hand to make sure we have gold deposits in our reserves, rather than having 3 - 4 Cover we should have gold as our reserve base and make the only buy of this gold from small scale mining is the government.
4. Strategic Planning:
Long-term planning, such as the 2025-2027 Medium Term Budget Plan in Zambia, can help navigate financial constraints.
What I have not seen from the ministry of finance is some solid plan on the short term in terms finding solutions in their clusters so that the resource mobilization become everyone’s problem, put on hold some holidays given in the past and hold on the needless expenditure in non productive services.
5. Audit Structure:
In the auditing profession, implementing a solid audit structure can mitigate the negative effects of time budget. Let’s have a tight internal audit so we can prevent pilferage before it happens. Let us be pro-active than reactive.

CHITEME PUTS MAMA DOROTHY LUBINDO BANDA TO REST IN A SOMBRE MOOD
Thursday, 2nd April 2026.
Today, we joined the Banda family, friends, and the people of Miseshi Ward in Kitwe to lay to rest our beloved mother, sister, and dedicated colleague, the late Dorothy Lubindo Banda.
The burial was marked by deep emotion, unity, and reflection, as we celebrated a life well lived, one devoted to the service of others. Scores of mourners, political leaders, and members of the clergy gathered at Nkana Memorial Park in Kitwe to pay their final respects.
Among the clergy present were Reverend Weston Siwinga, Bishop Charles Lungu, and other church leaders from Mukuba Congregation of the United Church of Zambia.
Hon. Chiteme was visibly moved, having lost not only a committed colleague but also a trusted companion in the struggle for community development. In his short but powerful message of solidarity, Hon. Chiteme encouraged mourners to remain united and to draw closer to one another, just as he shared a close bond with the late Mama Banda.
He further urged mourners not to follow “Umungulu wa salt saana,” emphasizing the importance of sincerity, loyalty, and genuine relationships. He also pledged continued support to the bereaved family even beyond the funeral period.
As we bid farewell to Mama Banda, we are reminded of her strength, dedication, and unwavering commitment to the people. Her legacy will continue to live on in the many lives she touched.
May her soul rest in eternal peace.
