ITALY GOVT APPROVES SUPPORT TO CLIMATE CHANGE LINKED PROJECTS IN LUNDAZI NCHELENGE,MoH

The Governments of the Republic of Zambia and Italy have successfully held the first meeting of the Joint Committee under the Memorandum of Understanding for cooperation between the two countries to combat climate change.
Among the achievements of the virtual meeting held yesterday are that the Joint Committee approved, in principle, the framework documents under the Memorandum of Understanding, namely the Rules of Procedure, Guiding Principles, Financing Document and the Monitoring and Evaluation mechanism.
Another notable score was the approval in principle of three projects submitted by the Republic of Zambia for the support of the Italian Government, namely:
1) Tilapia, Cage farming on Lake Mweru, Nchelenge District: an integrated cage culture, fry, fingerlings and fish feed production project to be implemented by a private sector applicant, Blue Water Aquaculture Limited;
2) Upgrade of the Lundazi Green Village Project – Magodi Solar mini-grid: that seeks to provide power (electricity) to rural villages through the use of renewable energy sources and was submitted by the National Technology Business Centre; and a project on
3) Upscaling of the reduction of emission from the health sector in Lusaka Province, submitted by the Ministry of Health to scale up implementation of sound health care waste management systems in Lusaka.
Ministry of National Development Planning Permanent Secretary (Development Planning and Administration) Mr. Chola J. Chabala, led the Zambian delegation while Italy’s Ministry for the Environment, Land and Sea Director of Division Dr. Giovanni Brunelli led his country’s delegation. Zambia Ambassador to Italy His Excellency Dr. Joseph Katema and his Italian counterpart in Zambia, His Excellency Mr. Antonino Maggiore also participated in the meeting, and two other government officials from each delegation.
The Joint Committee operationalises the Memorandum of Understanding on Cooperation in the Field of Climate Change Vulnerability, Risk Assessment, Adaptation and Mitigation that was signed by the two Governments on 30th November 2018. The Minister of National Development Planning Hon. Alexander Chiteme, MP, and Italian Minister of Environment, Land and Sea Mr. Sergio Costa, had signed the MoU on behalf of their respective countries in Rome, Italy.
Under the Memorandum of Understanding, the Zambian Government is represented by the Ministry of National Development Planning and the Italian Government represented by the Ministry for the Environment, Land and Sea. The Memorandum of Understanding, among other objectives, seeks to stimulate the transition towards a sustainable low carbon economy.
Speaking during the meeting, Mr. Chabala reiterated the Zambian Government’s commitment to ensuring that climate change interventions are strengthened in order to limit the adverse effects of climate change on socio-economic development.
The Permanent Secretary said it was notable that one of the projects approved was private sector-led, a demonstration of the deliberate efforts the Zambian Government has taken to promote private sector participation in implementing national development programmes as enshrined in the Seventh National Development Plan (7NDP).
The positive outcomes of the Joint Committee meeting bring to fruition some of the contents of the Memorandum of Understanding and will further strengthen bilateral relations between Zambia and Italy.
