Control measures must start at the top — not at PPE.

The Hierarchy of Controls helps you choose the most effective way to reduce workplace hazards.

Start by asking:

Can we eliminate the hazard?
Can we substitute it with something safer?
Can we use engineering controls to physically reduce the risk?
Can we apply administrative controls like training, procedures, supervision, permits or inspections?
Only then should PPE be used as the last line of defence.

PPE is important, but it does not remove the hazard. It only protects the worker when used correctly and consistently.
