The best thing that can be said about ice and trees is to stay away from them. They will continue to fail even after the ice has melted, this is actually the time when most injuries occur.

Depending on the species and its stored energy reserves, most trees can recover just fine from a 25% loss of green mass. Some trees can recover from far worse, again, it just depends on the tree.

Wait before removing limbs or trees that are bent over like the one in the picture, if the are not fractured, they will spring back when the ice melts.

Rehabilitating Storm Damaged Trees Is Very Difficult, even for "tree guys", some arborists have trouble grasping the concept as well... Check the rest of the page for some pointers on tree trimming.
