Here is the IRB problem explained in this hearing:
There were 112 IRB applications that were delayed, some for 30 years or more, that did not get final approval from BOTA (Kansas Board of Tax Appeals). While an application is ‘pending for approval’ no property tax can be collected on the property. So didn’t these properties get an extended free tax period? How many, how long, and what was the loss in property tax revenue. And if they did pay taxes during this ‘pending for approval’ period, wasn’t that a violation of the Kansas State Statue. Has anyone look at the tax periods for these 112 properties? That’s my questions.
