If you live in CA, things are very tough when it comes to insurance. Be thankful if your carrier is renewing you at any price vs cancelling you!
There are no "cheap" rates in CA at this time. So hold on and complain to your elected folks to fire the Insurance Commissioner and get your state elected officials to fix these issues. That is about the only thing that is going to help!

Insurance Carriers are NOT the bad folks here. They cannot pay claims if they don't have the proper premium. Like any business, they can't buy hamburger for $1.50 and sell it for $1.00 and stay in business.
These past 12-24 months we've seen a record number of insurance carriers fail. That is good for no one.
