New Jersey Legislature Introduces Bill to Streamline Solar Permitting for Homeowners

A new bill introduced in the New Jersey Legislature aims to simplify and reduce the cost of installing solar panels for homeowners. Sponsored by Senator John McKeon and Assemblyman Rob Karabinchak, the proposed S4100 bill would require local governments to adopt instant solar permitting for residential rooftop solar projects.

Currently, even straightforward residential solar installations can face lengthy delays due to permitting and inspection processes. A 2019 report revealed that inefficient permitting adds approximately $6,000 to the cost of residential solar, a figure significantly higher than that of other developed countries.

Instant solar permitting software helps streamline this process by providing immediate feedback on whether a project is code compliant, cutting through bureaucratic red tape and reducing soft costs. This makes the process easier for homeowners, installers, and permitting offices, while still ensuring that projects are installed safely and adhere to local codes.

According to Doug O'Malley, state director of Environment New Jersey, “Instant solar permitting platforms offer a smarter, safer, and more affordable way to install solar panels on rooftops. Unnecessary bureaucratic red tape should not serve as a barrier to homeowners wanting to go solar.”
