Culturally Competent Response to Intervention The Wisconsin vision includes the incorporation of Culturally Responsive Practices within their RtI model to better meet the needs of ALL learners. Response to Intervention (RtI) is a framework for delivering high quality curriculum, instruction, and assessment services to all students, with additional support for students who are struggling or may need additional challenges.
