Is this the best shot of the year?

Could someone help me figure out who this might be?

First guess would be a big cedar / bass pro film crew - but not 100% sure.

I spotted them at Discovery Bay while filming sunset back in June
(This being filmed from the drone)

It's hard to tell but it looks like one person is up on the tower and another on the bow.

Hope these fellas had a productive day of work. Saw them out of the corner of my eye after I finished up doing some aerial work for a few construction projects over in Willard.
