Some damning statements from the Chief of Police at HISD. Equipment is a nice to have, not a necessity when it comes to closing with and stopping an active attacker. I do agree that every department needs more scenario based training to help officers inoculate to the stress of these dynamic critical incidents.
In the end, the "formula" for stopping an active attacker is pretty simple. Close with the enemy and exact more violence on them than they can overcome. The problem is that most humans (even police officers) have become indoctrinated into believing picking up the tool of violence makes you a "bad person". Violence doesn't make you a bad person. Violence is a tool that you can use when/if you need it. Get comfortable with violence. If they need better training, they could reach out to Klein ISD Police Dept who has some the best Active Shooter trainers for education environments in the country, in my opinion.
As Tim Larkin says, violence isn't always the answer, but when it is, it's the only answer.
