Directed by Ava Duvernay, this film dives into the 13th Amendment's role in perpetuating racial inequality by disproportionately incarcerating Black Americans. Using insightful interviews and historical footage, the film unveils the deep-seated issues of racial bias within the American legal system. This documentary offers essential context for comprehending why the United States often resorts to carceral solutions, as exemplified by Measure 1.

Washington's sales tax is 6.5%. Additional taxes can be added by cities and counties. Currently, in Spokane County, the effective sales tax rates ranges between 8.1% and 9.1%, depending on the specific jurisdiction. This includes local rates of 1.6% in smaller towns and up to 2.6% in Airway Heights. If Measure 1 is passed, the range would go up to 8.3% to 9.3%.
This is how many jail beds will be added if Measure 1 is approved:
- 462 beds at the downtown jail.
- 124 beds in the Public Safety Building (which was the county jail from 1970 to 1986).
- 362 beds at Geiger Corrections Center. The county plans to add 410 beds and close Geiger if Measure 1 is approved!
- 768 beds in a new multistory jail downtown.
- 128 beds in a new community corrections center on the same campus. Why do we need more jail beds when it doesn't seem to fix the core issues Spokane is having?
