Today in 1975, Carla Hills was sworn in as the first woman to lead the U.S. Department of Housing and Urban Development. Under her leadership, she implemented the new Section 8 and the Community Development Block Grant (CDBG) programs, both created under the Housing Act of 1974. With this, Secretary Hills ushered in a new approach to subsidizing families housing in the private market and the ‘block grant approach’ which allows local leaders to decide how to best solve the housing needs in their communities.
