A water engineer in Santa Barbara for over 40 years, Hoover brings to life the story of our contemporary droughts and floods, as he follows efforts of the first Europeans through to the arrival of the Americans and present days to bring water to the local population.

Of special interest is his explanation of the mechanisms and contributing factors leading to local fires, floods, and even debris flows. The charts and maps and wonderful historic photos make this book a great reference for those who live in California or call Santa Barbara home.
