TLOT was ruled out of compliance on Feb. 25 for having a portable toilet, lockers, and winter "warming" buses outside its facility. Executive Director Dawn Sandoval said the certificate granted by the city in 2023 should still apply, since all core services were disclosed to inspectors at the time and "we haven’t expanded anything."
