Today, NDASA Executive Director Jo McGuire and Patrice Kelly, of Patrice Kelly Consulting, are scheduled to testify before the Administrative Law Judge at the U.S. Drug Enforcement Administration regarding the rescheduling of ma*****na and the impending unintended consequences that rescheduling will have for workplace safety, transportation safety, the integrity of drug testing programs, and the fair and consistent treatment of individuals participating in those programs.

🚨 DOT Compliance Update – Urine Specimen Collection Guidelines (June 30, 2026) 🚨
Attention DOT employers, owner-operators, collectors, and safety professionals!
The U.S. Department of Transportation has released updated Urine Specimen Collector Procedures Guidelines to help ensure consistency, security, and compliance during DOT drug testing.
A few key reminders include:
✅ Proper collection site security and specimen integrity.
✅ Following the latest DOT collection procedures and documentation requirements.
✅ Staying current on directly observed collection procedures.
✅ Ensuring collectors remain trained and compliant with 49 CFR Part 40.

What changed in the June 30, 2026 guidelines?
The June 30, 2026 document is primarily an updated guidance manual for urine specimen collectors rather than a major regulatory overhaul. It aligns collectors with the most current DOT procedures and incorporates the recent Part 40 changes.
The most notable points are:
* Updated directly observed collection guidance. If a directly observed urine collection is required and a same-sex observer is not available, the collector must follow the revised procedures involving the Designated Employer
Representative (DER). Until DOT oral fluid testing is fully operational, employers generally arrange a same-sex observer or send the employee to another collection site for a directly observed urine collection.
* Oral fluid testing is still not fully implemented. The new guidance reflects that oral fluid testing cannot fully replace urine collections until the required certified laboratories are available.
* Refreshed collector guidance. The manual emphasizes collection site security, maintaining the chain of custody, identifying fatal and correctable flaws, handling problem collections (such as shy bladder situations), and properly completing the Federal Custody and Control Form (CCF).
