New York state has ordered cosmetology and hair styling schools to teach kinky, coily and curly hair care, with the updated curriculum required to be in place by September 2026.
The new rules require 10 hours of hair analysis covering all textures, 20 hours on natural hair care and styling including hydration and moisture treatments, and 18 hours specifically on textured hair styling services.
The law was co-authored by Assemblywoman Michaelle Solages and Senator Jamaal Bailey in 2023, partly in response to a discrimination lawsuit filed against an Ulta Beauty salon. It does not apply to currently licensed stylists, but schools that fail to comply could face disciplinary action and fines.

New York is not alone either. California, Minnesota, Connecticut, Louisiana, Washington, Vermont and Maine have all passed similar laws.
