Let's clear up the math. The "760,000" figure represents the total number of foreign-born drivers in the U.S.—most of whom speak fluent English. The actual number of drivers with Limited English Proficiency (LEP) is closer to 130,000.

But the enforcement is very real. To keep scale house lines moving, inspectors are increasingly using a quick "read-aloud" test—asking drivers to read a sign or a written sentence out loud on the spot. If a driver struggles, they face immediate out-of-service orders.
