124 new affordable homes have opened in Montavilla!

Legin Commons, a new development from Our Just Future, APANO, and Edlen & Co. is located next to the Portland Community College Southeast Campus, and includes 63 2+ bedroom units for families with children and 20 units for extremely low-income households.

The large, leafy site, made available for development by PCC, is right on the frequent Trimet FX2 bus line and near schools, groceries, and parks. and includes a community garden, playground, and picnic areas. Utility costs will be offset by high-efficiency HVAC and a solar array funded by the Bureau of Planning and Sustainability Portland Clean Energy Community Benefits Fund (PCEF). The project was designed by Bora Architecture & Interiors and LMC Construction served as the general contractor.

Legin Commons was made possible by the voter-approved Metro Affordable Housing Bond, which has now opened 18 projects containing 1392 affordable homes, with 762 in progress. We are grateful to metro-area voters for this critical homelessness-prevention investment.

True North is now under construction! This 50-unit project from Habitat for Humanity Portland Region will bring affordable homeownership opportunities to University Park for households earning up to 60% or 80% AMI. All units have 2+ bedrooms for families, and will remain permanently affordable.

These townhomes will be subject to the N/NE Preference Policy, prioritizing applicants with historic ties to the area. All homes will be built with energy efficiency features, and the site will include five outdoor community areas with playgrounds and community gardens. True North was designed by MWA Architects.

PHB is proud to support True North with Metro Housing Bond funds. The Metro Bond is on track to produce 2154 affordable homes, with additional units TBA. Thank you to the voters for supporting affordable housing!

Today, PHB announced $10M in Bureau of Planning and Sustainability Portland Clean Energy Community Benefits Fund (PCEF) grants for energy efficiency and renewable energy upgrades like solar panels, heat pumps, and other investments in new regulated affordable multifamily housing. Affordable housing developers may now apply for PCEF grants to cover the capital costs of upgrading their projects to ensure that they are built and operated so as to reduce carbon emissions, reduce operating costs, and improve the resilience and health of their low-income tenants.

"The health and safety of the families who live in our regulated projects is paramount," said Portland Housing Bureau Interim Director Quisha Light. "These PCEF dollars allow us and our development partners to create and safeguard climate-resilient apartment communities, while also lowering operating costs and keeping projects financially stable for the long term."
