Rises in small streams and normally dry arroyos. * ADDITIONAL DETAILS... - At 813 PM CDT, Doppler radar indicated heavy rain due to thunderstorms. Instructions: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Stay away or be swept away. River banks and culverts can become unstable and unsafe. Remain alert for flooding even in locations not receiving rain. Arroyos, streams, and rivers can become raging killer currents in a matter of minutes, even from distant rainfall.

South central Ochiltree County in the Panhandle of Texas... * Until 830 PM CDT. * At 723 PM CDT, a severe thunderstorm was located 21 miles southeast of Spearman, moving east at 10 mph. HAZARD...60 mph wind gusts and quarter size hail. SOURCE...Radar indicated. IMPACT...Minor damage to roofs, siding, and trees is possible. Hail damage to vehicles is expected. * This severe thunderstorm will remain over mainly rural areas of northern Roberts and south central Ochiltree Counties.
Instructions: For your protection move to an interior room on the lowest floor of a building. Torrential rainfall is occurring with this storm, and may lead to flash flooding. Do not drive your vehicle through flooded roadways.
