On Thursday May 14th S2248 (PIPP) will be heard in the Senate Finance Committee. The Percentage Income Payment Plan creates an income-sensitive tiered subsidy program to ensure that home energy utility costs are affordable for eligible low-income household. Utility rates in Rhode Island are too high and lead families to make unimaginable decisions that can lead to utility shutoffs and loss of basic needs like housing.
