A man from Hidalgo County, Texas, known as “Rick the Vet,” has been arrested nearly six years after being accused of misrepresenting himself as a licensed veterinarian and treating a dog during the COVID-19 pandemic. A claim he has been doing for over 10 years.
Ricardo Arispe Chavez was charged with violating veterinary regulations, a Class A misdemeanor. The Class A Statute has not been upgraded due to the elected officials in the Texas legislature. Complain to you elected state representatives if you want change.
According to a criminal complaint, a woman seeking treatment for her Shih Tzu, Logan, was referred to Chavez by friends who recommended a man known as “Rick the Vet.”
On October 20, 2020, the woman asked Chavez over the phone if he was a licensed veterinarian.
Records state Chavez told her he was.
The woman should have verified directly with the Texas Board of Veterinary Medical Examiners. You too can check on your current veterinarian btw.
Investigators later determined Chavez was not listed as a licensed veterinarian with the Texas Board of Veterinary Medical Examiners.
The complaint states Chavez told the woman his office was closed due to the pandemic and arranged a home visit. He arrived carrying a black bag, wearing a stethoscope, and accompanied by a woman he identified as his “assistant.” Red Flags immediately upon arrival which the woman obviously didn't catch on to.
According to the pet owner, Chavez examined Logan, diagnosed the dog with a stomach infection, administered two injections, and gave the dog a syringe filled with a white liquid.
The visit cost $150, which was paid in cash. $150.00 for a home visit, meds, with an assistant ( la side chick ) with no lab work. Yep sounds about a reasonable amount to pay for a "licensed veterinarian" to visit your pet at your home. 🤦♂️
The following day, Chavez allegedly returned and administered two more injections and another syringe containing the same white substance. Oh wait! All that service for $150.00 in unreported income. Damn this "licensed veterinarian" is MEGA CHEAP. Where he at?
The dog’s condition worsened, according to the owner, who then took Logan to Mexico, where the dog was diagnosed with a paralyzed intestine and required hospitalization.
After sharing her experience on social media, the woman reportedly received messages from community members describing similar encounters involving Chavez. Well at least she gossip about her experience and somehow she actually filed a complaint.
Chavez was booked into the Hidalgo County Jail on May 29, 2026, and released the following day.
His bond was set at $7,500, and he was later released on a personal recognizance bond.
I understand the bond etc but the real question is the Hidalgo County District Attorney Office going to prosecute this case, plea bargain it or simply let it die out in the system to get it dismissed.
