In 220 Hamilton Street, LLC v. Chicago Title Insurance Co., the court held that Notices of Violation (NOVs) and Notices of Infraction (NOIs) issued by D.C.'s Department of Consumer and Regulatory Affairs are regulatory enforcement tools, not interests in real property. As a result, they do not create liens, defects, or encumbrances that affect title.
