2025 SESSION WRAP-UP
It’s been a busy and impactful session, and I'm proud of the work we’ve done together. As the House Lead on several major bills, I’ve fought hard for progress.
Here’s just a glimpse at the meaningful change I've championed to make Delaware safer, fairer, and more forward thinking:
💙 HEALTHCARE & CHILD CARE ACCESS
✅ HB 205 – Provider & Patient Protection: Shields DE providers and patients from out of state legal attacks for lawful healthcare, including reproductive and gender affirming care.
✅ HR 14 – Purchase of Care Review: We want to expand POC but need the date! Expands transparency around how Delaware supports working families with child care.
✅ HB 118 – Exceptional Care for Children: Supports a one of a kind facility helping medically complex teens transition to adult care.
⚖️ JUSTICE, VICTIM RIGHTS & JUVENILE REFORM
✅ HB 129 – Youth Justice Appeals: Charging a child as an adult carries lifelong consequences and we owe it to them to make sure we get it right. This bill creates a right to appeal a denied transfer within 30 days of sentencing, even AFTER entering a plea, and that a plea agreement CANNOT waive this right.
✅ SB 17 – Victims’ Rights Modernization: Stronger protections, more transparency, better access for all victims—regardless of immigration status.
✅ SB 139 – Sexual Assault Kit Reform: Sets clear timelines, ensures victims know their rights, and preserves critical evidence and saves evidence in unsolved cases involving minors until the victim turns 40.
📚 EDUCATION & SCHOOL GOVERNANCE
✅ HB 64 – Virtual School Board Access: Your voice matters—now you can speak up at school board meetings from wherever you are.
✅ SB 91 – Title IX Transparency: Makes sure students and staff know how to report harassment and that schools are accountable for acting.
🏛️ NEWARK & LOCAL GOVERNANCE
✅ SB 4 – Office of the Inspector General: Independent oversight is here! Delaware finally has a watchdog to investigate fraud, waste, and abuse.
✅ HB 34 – UD Student Impact Fee: Newark taxpayers shouldn’t foot the whole bill. UD will contribute to city services impacted by students.
✅ HB 33 – Alderman's Court Expansion: What happens in Newark, stays in Newark! Keeps minor ma*****na cases in local court—saving time, money, and resources.
🛴 MOBILITY & PUBLIC SAFETY
✅ HB 114 – Motorized Scooters Legalized: Yes, scooters were technically illegal (who knew?!). Now they’re regulated like bikes—with safety, age, and use rules in place.
I will never stop working for a Delaware that works for all of us, rooted in fairness, access, and accountability.
