The Montgomery County Council is set to decide Tuesday whether to allow a limited amount of solar development in the county’s 93,000-acre agricultural reserve. The vote comes after more than a year of heated debate that has pit environmentalists and solar developers against farmers and preservationists.

Earlier in 2021, lawmakers whose districts include the agricultural reserve introduced two changes to the proposed zoning amendment, significantly restricting where solar development could occur and requiring solar companies to undergo additional legal vetting before being able to set up shop.

A coalition of farmers, civic groups and conservationists supports the changes, which they say will help ensure that solar projects are “appropriately scaled.” In a straw poll, five of the council’s nine members agreed.
