No Maps
A General Plan is legally required to include maps designating land use. This document has none. No maps means no legal General Plan. The public has never been given the opportunity to review or comment on maps for this plan.
"Can any member of this Council show me the maps? I'll wait."

Blank Appendix A
Appendix A of Bill 66 — titled "General Plan 2026–2045" — is completely blank. The Council is voting to adopt a 25-year land use framework for this entire island with its own appendix empty. That is a nullity on the face of the document.
"Has anyone here actually read Appendix A? What's in it?"

Ramseyer Violation
Hawaii County Code requires all changes to existing law be shown — deletions in brackets, additions underlined. This is mandatory law, not a suggestion. Bill 66 was never formatted this way. A vote on an improperly formatted bill is void ab initio — void from the moment the gavel drops.

Planning Commissions Never Saw This
The Windward and Leeward Planning Commissions approved GP2045. What is being voted on today is a materially different document. Their statutory approval does not transfer to a document they never reviewed. The required review process was bypassed.

Your 2019 Testimony Was Thrown Away
The public was invited to comment on GP2040 in 2019. That document was scrapped without formal notice. GP2045 replaced it with a different planning framework. Then Kierkiewicz rewrote that into the 2026 Plan with zero additional public process. Three generations
