Alright, Zinsco panels are notorious for their aluminum bussing allowing carbon build up. Carbon is non conductive. When it accumulates enough it will cause lights to flicker and arching in your panel. You can sometimes hear the crackle ⚡️ of arching.
If you hear a crackle or hum, you should immediately call a licensed electrician.
