Although these city workers were at my neighborhors house, not mine. I could hear their loud music at the back of my home.

I haven't been able to communicate with anyone from Waste Management in Memphis, TN. What are your thoughts on city employees who play loud music in their work vehicles while on duty, disrupting the peace? However, there is a noise ordinance in our city.
