Rt 15 Online Plans Display for Reconstruction Project in York and Cumberland Co
Online Plans Display Available for Route 15 Reconstruction Project in York and Cumberland Counties
An in-person open house is scheduled for June 16; public comments will be accepted through July 16.
Harrisburg, PA β The Pennsylvania Department of Transportation (PennDOT) announced today an online plans display for the Route 15 Section 044 Reconstruction Project in York and Cumberland counties is now available for viewing. This four-mile project extends from Range End Road/Golf Course Road intersection in Carroll Township, York County, continues north through Dillsburg Borough before crossing into Upper Allen Township, Cumberland County, and ending north of the Glenn Bowers Memorial Bridge carrying Route 15 over the Yellow Breeches Creek.
Information, including plans and an interactive comment form, can be found by visiting the PennDOT District 8 website, PennDOT District 8, clicking Projects Near You listed on the left side of the page, then the District 8 Projects, and choosing Route 15 (Blue & Gray Highway) Reconstruction Project.
This information will also be available during an in-person open house scheduled for 5:00 PM to 8:00 PM Tuesday, June 16, at Veterans of Foreign Wars β South Mountain Post 6771, 22 West Franklin Street, Dillsburg, PA 17019.
The purpose of the open house is to show the recommended improvements, receive input, and answer questions on an informal basis. There will be no formal presentation.
The project team will be accepting comments throughout the duration of the comment period, which ends on July 16, 2026, at 11:59 p.m.
The primary proposed improvement includes the full-depth reconstruction of existing Route 15 from the southern project limit north to approximately 600 feet south of the Glenn Bowers Memorial Bridge, with the remaining portion of existing roadway being milled and overlaid to the southern end of the bridge. The project also includes bridge preservation improvements of the existing Glenn Bowers Memorial Bridge.
Turn lane lengths are being updated to provide adequate storage length, as well as the addition of a third right turn auxiliary lane throughout the majority of the project corridor south of the Ore Bank Road/Spring Lane Road intersection.
Additional improvements include updates to existing drainage systems, stormwater facilities, guide rail, upgrade/replacement of existing traffic signals at the four signalized intersections, review of pedestrian accommodations at the four signalized intersections, and reduction of unrestricted access to businesses along the corridor.
Construction activities will be staged to minimize disruptions to traffic and maintain access for residents, businesses, and emergency services. Two eleven-foot lanes of Route 15 traffic are anticipated to be maintained in each direction during staged construction except during short-term, off-peak operations. Certain turn movements may need to be detoured at various stages of construction. Business access will be maintained at all times during business hours. Coordination will be ongoing with local municipalities, businesses and emergency responders to ensure continued access and responsiveness throughout all construction phases.
The project is currently in the preliminary engineering phase and physical work is anticipated to take place between the 2028 and 2031 construction seasons, subject to all approvals, environmental clearances, and funding availability.
The purpose of the online plan display and open house is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project.
The project documents can be made available in alternative languages or formats if requested.
