Your team says they don't have time to implement a new operating system.

That objection makes complete sense. It's also usually a sign they need one most.

The chaos eating your team's time right now (meetings without decisions, priorities that shift weekly, issues that never get resolved) isn't a capacity problem. It's a systems problem. And a well-implemented operating system doesn't add to the workload. It replaces the informal, invisible work already happening inefficiently.
