The PDD Loophole: The city passed a specific PDD ordinance. This allows developers to submit a custom “mixed-use” master plan for a specific property (like the Rock Hill Quarries site). If the city approves that specific plan, the property gets rezoned into its own custom district where apartments are allowed.
