Among many troubling aspects of HB3075, this one demonstrates the profound ignorance of the authors of this bill:
“In person demonstration of the applicant’s ability to lock, load, unload, fire and store a firearm before an instructor approved by a law enforcement agency.”
“Lock and load” has absolutely no legal meaning, and even the origin of the term is dubious. The most likely version is in reference to a flint lock rifle where one would “lock” the hammer in place to render the weapon safe to insert the powder and ball into the muzzle before tamping it with a ramrod. If you try to demonstrate that with a G***k 19 you are, simply put, an idiot.
