Attention all personnel responsible for Reserve pay actions.
You can receive information and training on current military pay entitlements, issues, processes, and systems by attending the USAR Pay Workshop, hosted by the G8 Pay Management Division via MS Teams.
The training content will focus on military pay entitlements, Basic Allowance for Housing(BAH), how to read reports, and two significant data correctness elements; Pay Entry Basic Date (PEBD) and Pay Grade. The virtual training consists of two days of instruction with working sessions in between to correct unit errors.
Attendees will have the opportunity to have their questions answered during our open forum sessions, and schedule a one on one live session to address any PEBD and Pay Grade discrepancies for their UICs.

Fellow Soldiers,
A recent clarification of Basic Allowance for Housing (BAH) policy may entitle you to additional BAH for past periods of active duty. Specifically, the clarification applies to active duty orders (AT, ADT, ADOS) of less than 31 days. As you probably know, Soldiers on orders of less than 31 days receive a lower rate of BAH than when on duty for 31 or more days. This lower rate of BAH is known as BAH-RC and is a flat rate for all Soldiers, regardless of location, determined by pay grade and dependent status.
The clarification states that when orders of less than 31 days are amended to create a total duty period exceeding 31 or more days, locality rate BAH is payable rather than BAH-RC. The same applies to orders of less than 31 days performed consecutively with another order, resulting in a total duty period of 31 or more days without a break in service. For example, if you performed a 14-day AT followed immediately (no break in service) by a 30-day ADT order you were paid BAH-RC for both orders but you may qualify for locality rate BAH based on the clarification.
Locality BAH is determined by the average housing costs in your local community and is generally significantly higher than BAH-RC. For instance, the monthly BAH-RC rate for a SGT with dependents $976.20. A SGT living in Manhattan, KS on duty qualified for locality rate BAH receives $1113 monthly. A SGT living in Manhattan, NY receives $3296 monthly. Soldiers living outside of CONUS, AK and HI are entitled to Overseas Housing Allowance rather than BAH-RC, for duty periods of 31 days or more.
There are rules for determining when the locality rate of BAH begins for Soldiers on amended or consecutive orders. USARC G8 PMD Reserve Pay messages 20-37 and 21-01 provide more information.
Soldiers may request retroactive BAH/OHA payment for qualifying active duty periods within the last 6 years. BAH adjustments for periods outside of the 6 previous years are prohibited by the Statute of Limitations. Contact your Army Reserve Administrator or Reserve Personnel Action Center if you believe that you qualify for retroactive locality rate BAH payments for prior active duty periods.
