The Project Controls Manager will lead, direct and manage the performance of a project controls team. The Project Controls Manager is to assure that the tools and reporting systems to adequately manage cost, schedule and risk are developed and maintained. This position will establish clear roles and responsibilities for project controls staff and ensure appropriate cross training is provided to risk, cost and schedule specialists.







The Project Controls Manager is responsible for maintaining and monitoring all project cost, schedule and risk management procedures and controls to ensure the provision of accurate and timely reports and documentation requirements that will assist the Project Manager in maintaining financial and administrative control over the project - thereby ensuring the project objectives are met.







Essential Duties & Responsibilities include:


•Manage the development, implementation and maintenance of a management reporting system to produce valuable program controls reports and data.
•Lead and direct schedule management involving critical path method scheduling techniques, estimating, project cost management including EVM, forecasting and document control for multiple projects.
•Oversee the risk management process by identifying and mitigating risk potentials to the project portfolio.
•Expert negotiation experience with project agreements and construction contract/subcontract agreements.
•Maintain all relevant records to ensure strict financial control over the project and availability of required information
•Assist with developing and managing project budgets and project reporting activities using project management software and/or other cost / accounting software
•Maintain strict financial and administrative control over projects including establishing a work breakdown structure, budget setup and tracking, forecasting, change management, earned value analysis, monitoring of contractor claims, and cash flow analysis
•Contractor administration and review of contractor cost reporting and progress
•Cost reporting to include project budget, changes, commitments, estimate to complete, final forecast, and variances
•Track and report key performance indicators (KPIs)
•Quantity surveying and tracking
•Cost estimate review and analysis
•Analyze and monitor project schedules
•Forecast contingency based on risk analyses
•Develop historical cost data for bench-marking purposes
•Ensure projects are managed to the highest quality in the most cost effective manner with strict adherence to schedule
•Ensuring all project documentation is kept up-to-date and filed accurately
•Informing Project Manager on the progress of the work on all significant matters relating to or arising from the duties and functions under your control
•Ensuring that you maintain the name and goodwill of the company
•Develop and implement project controls manual.
•Responsible for recruitment, development, training, retention and evaluating performance of team staff



•Other duties as assigned.







Position Requirements:



•Bachelor's degree in Engineering, Construction Management or related field.

•A minimum of 10 years direct project controls experience.

•Background in project controls in midstream oil and gas industry is preferred.

•Proven experience and knowledge in project financial management and project controls is essential.


•Must have field experience in order to facilitate and produce detailed construction schedules and interface those construction schedules with engineering and procurement activities.



•Computer literate with a strong knowledge of word processing, and spread sheet package is a requirement, together with knowledge of database or project management packages.

•Hands-on team player, fostering a sense of team building
