When you setup a new Windows 11 computer you can opt out of signing into a Microsoft account and opt in for a local account instead.
When first starting the computer make sure the network cable is not plugged in and don't connect to your WIFI yet.
It will prompt you for a Microsoft sign in.
At that point just hold down Shift key and punch the F10 key to bring up a Dos window.
Type in "oobe\bypassnro" without the quotes.
The computer will restart and then give you the opportunity to create a local account without Microsoft lurking in your computer. If that doesn't work then log into your WIFI network, log into Micro$oft with the email [email protected] and random password. You should be given the option to set up a local account.
And be sure to run 'ALL' the updates...

Recently I failed at the above approach using a newly downloaded Windows 11 install, however, if you download the ISO image and then run a program called Rufus it will burn the ISO to a USB. it will allow you to select the install to not connect to the internet and set the user to a local account.
