Studies have repeatedly found that drivers will go a comfortable speed based on roadway design, regardless of posted speed limits. If roadways are designed to make drivers feel comfortable traveling at high speeds, they will do so.

This isn’t a moral failing: It’s the human brain doing its job of interpreting its surroundings and conducting risk assessments. No amount of blame or lecturing will change that.
