The Fortune survey dropped this week and the pattern is clear: companies are spending on AI to extend their teams, not shrink them. Meta cut 15,000 roles and immediately hired AI engineers. Midwest companies are moving from pilots to production.

The hiring freeze is actually a deployment signal.
