# # # Community Sheltering Does Not Eliminate Government Responsibility
Many communities have adopted policies sometimes referred to as **"community sheltering,"** which generally encourage citizens, rescue groups, and volunteers to assist animals outside of traditional shelter systems. Community involvement can be valuable, but it is important to understand that these approaches do **not** eliminate a city or county's responsibility to protect public health and safety.
Under Texas law, municipalities and counties retain responsibilities related to public safety, including addressing dangerous animals, enforcing animal ordinances, conducting bite quarantines, and responding to threats involving zoonotic diseases and animal attacks.
πΆπ± **Private citizens caring for animals and governments fulfilling their legal duties are two separate things.**
Compassionate residents, Good Samaritans, and nonprofit organizations often voluntarily provide food, medical care, fostering, transportation, and other support. These efforts benefit both animals and the community, but they do not transfer governmental responsibilities to private individuals.
Nonprofit rescues and volunteers are valuable partners, but they are **not substitutes for municipal services**. Most rescues operate with private donations and volunteers and generally lack the legal authority, staffing, funding, facilities, and enforcement powers that cities and counties possess.
A balanced approach recognizes that **animal welfare and public safety go hand in hand.** Communities function best when government agencies, veterinarians, nonprofit organizations, and citizens work togetherβeach fulfilling their appropriate roles.
π **Citizen Responsibilities:**
βοΈ Report dangerous conditions and public safety concerns.
βοΈ Provide adequately for your personal pets.
βοΈ Do not give up. Continue reporting dangerous conditions and requesting enforcement of existing laws and ordinances.
βοΈ Document your concerns and communicate respectfully and professionally with public officials.
βοΈ Remember that you may be the only voice a homeless animal has.
βοΈ By ensuring that stray animals are afforded refuge through the appropriate municipal shelter system, you may also help protect the lives and safety of family members, friends, neighbors, and the community as a whole.
Compassion and persistence matter. Advocacy is often a marathon, not a sprint. Positive change frequently begins with ordinary citizens who are willing to continue speaking up for both animals and public safety.
