One thing I have reiterated with my own young son (who understands things in terms of "good-guys" and "bad-guys") is that he can't tell who the good-guys and bad-guys are, and that bad-guys sometimes pretend to be good-guys. So he should always run and check with us. This is in addition to; not talking to strangers, and staying or playing where he can see us.
