The Dover Police Department is proud to share that BHU team members Corporal Jake Shepherd and Clinical Field Partner Watara Heath were selected to present at the 2026 Co-Responder Conference (CoRCon) in Dallas, Texas—a national conference bringing together leaders in behavioral health and law enforcement collaboration.

Their invitation to speak on Dover's co-responder program is a testament to the innovative work being done right here in our community. Through their partnership, they have helped improve responses to mental health and substance use crises while connecting residents with vital resources and support.

Being asked to share Dover's successes with agencies from across the country demonstrates what many already know: Dover is helping lead the way in the co-responder model and behavioral health response.

Bad decisions. Long night.

A robbery investigation quickly turned into much more when a suspect allegedly threatened multiple people, barricaded himself inside a hotel room, and held a victim against their will.

Fortunately, everyone involved made it out safely, and the suspect is now facing multiple felony charges.
