Though the Emancipation Proclamation declared all slaves freed in 1863, it wasn’t enforced in Texas until June 19, 1865. On this day, 2,000 Union troops arrived in Galveston Bay and declared over 250,000 enslaved Black people free. The newly freed Texans called the day “Juneteenth.”
