✋CCA members are advocating for the most vulnerable older Coloradans' quality of life this legislative session. You can find us following or testifying at hearings at the Capitol (and virtually) every week.
🗣️Last Thursday, CCA's Secretary and Advocacy Committee Member, Blair Bacon, testified in coalition with other consumer advocate organizations against HB26-1046: Regulate Earned Wage Access Services.
👆While we appreciate the amendments offered to better protect those using these high interest products (like banning tips in these apps), we need to see more to protect consumers (including a growing number of older adults) who regularly rely on these services and can be swept into cycles of debt.
📜The bill passed out of House Finance on a vote of 6-5. We need to continue educating about the harms of this bill, as drafted, as well as changes that we need to see to support this bill, like:
* Lower per transaction caps.
* Capping allowable APR for direct-to-consumer products at 36%.
* Ensuring stronger disclosures, transparency, and public reporting measures.
* Not allowing “gifts, grants, and donations” to fund the regulation of these services, making the process ripe for abuse.
