Just another thing to be inspecting while assembling or pre-assembling in this case. After checking valve to piston clearance, I pulled the heads to find this piece of aluminum sitting on top of the piston. These are new heads, and I'd blown out the ports making sure nothing had fallen in them during packaging. After further inspection I found the source. The rocker arm mounting holes had not been fully deburred after the machining process.
