Today I had the honor of being one of the 27 delegates to represent Faulkner County at the RPA State Convention in Little Rock. I would like to recognize County Chairman Sam Strain and The Second Congressional District Chairman, Rebecca Smith, for all of their hard work putting this team of delegates together. Thank you to all of Faulkner Counties delegates who gave their time to represent us all today.

The House voted to amend the Revenue Stabilization Law, advancing a proposed $6.7 billion budget for the upcoming fiscal year. The amendment reflects an overall increase of $211 million compared to the current year and focuses on targeted investments in key areas, including Educational Freedom Accounts, the Arkansas State Police, the Department of Correction, and institutions of higher education.

The amendment also outlines the use of one-time surplus funds, including $100 million for the Medicaid Sustainability Set-Aside Fund, $70 million for Educational Freedom Accounts, $43.7 million for the simple majority set-aside, $5 million for the purchase of state vehicles, and $300 million for an economic development project in West Memphis.

In addition, the House adopted an amendment to the Public School Fund appropriation that states newly created isolated school districts should receive 90% of the per-student state funding from the district they separated from during the previous school year.

The House also passed HB1103 by a vote of 94–0, increasing the homestead property tax credit from $600 to $675

House members gave a standing ovation for Representative Lane Jean’s service as Budget Chairman. His leadership will be definitely be missed.

The House will reconvene on Tuesday at 1:00 p.m.

This week's newsletter is out. A few things I want Arkansans to know:

-UA Fayetteville's appropriation is on the House floor today. I've been public about my opposition since March — a letter, a filed amendment, a committee hearing. I came up short in committee. Today I'm using the appropriations vote to say what I believe: a board that reserves the right to charge students later shouldn't get a rubber stamp from the legislature.

-I also wrote about Amendment 33 — the 1942 constitutional amendment that makes it nearly impossible for the legislature or the governor to hold university boards accountable. It solved a real problem in 1941. In 2026 it's being used as a shield against any oversight at all. That's worth an honest conversation.

-And we're in the final week of session. I broke down what the Revenue Stabilization Act is, what it does, and what a yes vote actually means.
