Leibler occupied senior roles in the World Jewish Congress, the umbrella organisation representing global Jewry, including Chairman of the Governing Board and Senior Vice President. He is also a major weekly columnist for the Jerusalem Post and has written extensively about relations between Israel and the Diaspora.
