Satan obtains permission to sift us because he believes it will cause us to throw in the towel on our dreams, goals, and even our faith. This tactic only works when a Believer does not understand the intent and purpose of a sift. Just as a student must pass a final exam before they matriculate, Christians must survive the sift before they are promoted to the next level.
