What is the relationship between drought and basement flooding ?

During drought years, soils shrink when moisture goes out. When soils shrink, the pipes underground that use to convey rain water shift and later when the rains come back begin to leak and now rains cause flooding because of those leaking pipes caused by the draught conditions, therefore a relationship !
