HB 803 takes effect July 1, and the headlines are making it sound like homeowners can skip surveys on small jobs. That's not how it works.

The new law exempts residential work under $7, 500 from building permits. Sounds simple. But there's a hard constraint most people are missing: the exemption does not apply to property in a flood hazard area.

If your lot is in a FEMA flood zone, you still need documentation before you can claim that exemption. And if you're in South Florida, most of our service counties are dealing with flood zone requirements one way or another.

What does that documentation look like? It starts with knowing what you're actually dealing with. Easements. Utilities. Setback lines. Elevation data if you're near water. A boundary survey tells you what's legally yours and what constraints actually exist on the site.

Florida just changed how small residential projects get permitted. Starting July 1, 2026, work under $7, 500 doesn't need a building permit anymore. Sounds like a shortcut, right?

The catch is that exemption still requires documentation. A written request for exemption. Which means someone has to know what's actually on the property before they fill it out.

We've watched this play out on hundreds of projects. Homeowners and contractors assume no permit means no paperwork. Then they discover utilities they didn't know about. Or easements that constrain what they can actually build. Or site conditions that make the original scope impossible.

That's where the survey matters, even on smaller work. You still need to know what you're dealing with before you commit to the project. The new law just changed the permit requirement, not the reality of what's underground.

If you're planning any renovation or expansion in South Florida before or after July 1, get your site data locked in first. That exemption only works if you actually understand what you're exempting yourself from.

South Florida's got a 110, unit apartment project in Fort Lauderdale's Flagler Village. A 452, unit residential community in Sunrise. Beachfront condos across Miami, Dade and Broward. And that's just what's visible this quarter.

Industrial and logistics work is exploding too. Warehousing near ports and interstate corridors. Supply chain reshuffling. E, commerce demand. The volume is real.

But here's what I'm watching: permitting and regulatory delays are getting worse, not better, and they're hitting right when labor competition is tightest. You've got multiple projects competing for the same crews, the same inspectors, the same planning department bandwidth.

The developers I'm talking to who are staying on schedule aren't waiting until month two to realize they need a survey. They're locking site data in during pre, development. When the inspector shows up, they're not discovering surprises. When the contractor's crew mobilizes, they know exactly what they're working with.

That upfront clarity buys you time when everything else is squeezed.
