Today we held a ceremonial signing for House Bill 1527, making Oregon the first state in the nation to eliminate out-of-pocket costs for cervical cancer detection for state-regulated insurance plans.

By removing financial barriers to follow-up testing and diagnostic care, this law will help more Oregonians access early detection and prevent avoidable cancer deaths, particularly in rural and underserved communities.

As many of you know, we lost our dear friend and colleague Rep. Hoa Nguyen to cervical cancer. Another dear friend, Annessa Hartman, has spent the last year fighting this disease (and won). Today was a reminder of why this work matters.

We continued our tradition of the empty chair to honor Hoa—not just with words, but with action.

In Judaism, we say, “May her memory be for a blessing.” It is more than a remembrance; it is a call to action. We honor Hoa through the work we do and the lives we improve.

Through this bill, her legacy of service will continue to make a difference for Oregonians for years to come.
