I attended the signing of the Constitutional Carry legislation this morning. It was rewarding to see the fruits of our efforts over the years with the Louisiana Shooting Association, Inc.. But the icing on the cake was getting to meet Jerry Miculek, an absolute shooting legend and Louisiana native. I've learned a great deal about shooting over the years from watching Jerry's videos.

After several years of working on various iterations of this bill, I'm happy to say that Louisiana will now join the ranks as the 28th state with "Constitutional Carry." The bill is headed to the governor's desk, and he has stated that he will sign it. It should go into effect on July 4, 2024.
However, this news cannot be spread without the necessary public service announcements. I plan on doing several law seminars in the coming months on the ins-and-outs of constitutional carry, but here are the MOST important things everyone will have to know:
1. You will still need a permit if you wish to carry in many places.
Most significantly, constitutional carry will NOT allow you to carry in ANY place that serves alcohol for consumption on the premises (almost all restaurants for example).
Constitutional carry will also NOT allow you to carry within 1000 feet of a school. This is both a state and federal law that only has exceptions for permits. In urban areas, a great deal of the city falls within these 1000 foot zones.
2. You will still have important duties that are otherwise required of permit holders if you are carrying with no permit.
Most importantly, you will need to inform any officer that approaches you in an official capacity that you are carrying a concealed handgun.
Second, you cannot be over 0.05 BAC.
Finally, you are subject to all the same prohibited locations as permit holders (plus the additional ones listed above). This includes requiring permission from any person before carrying a firearm concealed into their private residence.
There are other things of course, but these are what will be the most significant things to know. If you plan on carrying with no permit pursuant to the new law when it goes into effect, please be SURE that you do the necessary research on the law. Further, even though training is not required, more training is ALWAYS a good idea.
